Approval has been given to Stanhope by Herefordshire Council this afternoon for the £80m development of the livestock market area opposite the Edgar Street football ground.
The 310,000 sq ft scheme will include a new department store, a Waitrose food store and a six-screen Odeon cinema.
The development will not take the form of a traditional shopping centre, but a series of open streets, which will include the creation of new public realm spaces. The entire project will be wholly funded by the private sector.
Alistair Shaw, retail development director at Stanhope, said: “Over the past three years Stanhope and our wider team have lived and breathed this project and we feel that the application now approved by the council will bring Hereford the first rate leisure and retail facilities it deserves.”
Stanhope was chosen by the council to develop the scheme in 2007 but in 2009 the scheme was scaled back from 450,000 sq ft to 310,000 sq ft due to market conditions.
In October 2010, Stanhope publically exhibited its revised plans for the scheme, which saw a reduction in the amount of retail space and the inclusion of greater measures to ensure better connectivity between the old livestock market site and Hereford’s existing retail core.
Stanhope will look to commence work in early 2012 with a view to completion in autumn 2013.

Development close to Edgar Street Approved
Help for Heros Auction at Gloucester
There will be an auction on behalf of Help for Heroes this Friday 25th March at the Holiday Inn, Crest Way, Gloucester GL4 3RX starting at 8pm.
It has been organised by Hereford United supporter Paul Rowberry who has sent BN the following details.
Included in the auction of about 40 lots will be tickets to a Manchester United game, A Signed HUFC ball, A Signed Gloucester Rugby Ball, A family ticket to Glamorgan Cricket, A Family ticket to any one of three Wigan Athletic games, Plus tickets for Golf, Rock Climbing, Meals out, Beauty Treatments, loads of excellent lots.
On the night there will also be a few games played and a raffle and the night will be hosted by a radio D.J from GFM, it should be a really good night out and every lot and everything has been kindly donated by local and national clubs, businesses etc, including the D.J and even the Conference room at the hotel.
It would be great to see loads of people there especially from the Hereford area(Where I am from originally...Ledbury), hopefully bidding on the football or even something to keep the mrs sweet, whilst your away watching the Mighty Whites, ie buy her a massage or beauty treatment book it for a Saturday, and off you go....Result, you get to watch the Whites and bag some brownie points at the same time.

Sunday may be more convenient says Keyte
Hereford United play their next home game, against Crewe, this coming Sunday at 3pm. The change from Saturday is because Wales have a home international.
"It will be interesting to see how the attendance fares and it will be nice if the sun shines and it becomes a more convenient day for people," chairman David Keyte told the Hereford Times.
"A lot of people in Hereford play local football on a Saturday afternoon and can’t come along to Edgar Street for Saturday matches."
24 Hours Of Loan Window Left
The loan window closes at 5pm tomorrow with nothing but emergency keeper loans to be allowed afterwards.
The Bulls currently have defenders Stefan Stam, Joe Heath, and Dan Preston, winger Steve Leslie, and striker Waide Fairhurst on loan. Heath and Preston have deals at Edgar Street until the end of the season.
With five loanees allowed in the matchday squad there is scope for another addition with Preston missing from the eighteen last night, with Janos Kovacs warming the bench in his place. The biggest concern is probably up front with Fairhurst subject to a 24 hour recall clause, although the recent arrival of Adrian Patulea is likely to cover that.
Departures can also be expected. Sean Canham is expected to confirm a return to Kidderminster at the latest possible time to allow him to participate in their likely play-off campaign, while Sam Malsom appears to have extended his loan at Gloucester after playing last night.

Port Vale loanee Exodus Geoghaghon is consulting with solicitors over the racial abuse he received during the loss at Accrington at the weekend. The FA are also investigating the matter with a video posted on Youtube appearing to show some of the abuse. Torquay loanee Ben Pringle has opted to end his months loan early and return to Derby. The 21 year old was due to remain for another ten days.
Rotherham chairman Tony Stewart says the recent poor run of form where the Millers took only 12 points from 11 games was the reason why Ronnie Moore was sacked. Gillingham have failed in a move to take Peterboro winger Chris Whelpdale on loan. Southend boss Paul Sturrock reckons he has been rejected by 43 players in his bid to sign reinforcements for his injury hit side.
Plymouth's Administrator is struggling to appoint a preferred bidder over the mortgages held on the club's ground. Home Park has £4million in mortgages secured on it but is now considered to be worth less than that figure, and the vying bidders want the terms renegotiated before they commit. Truro chairman Kevin Heaney has denied he is the front runner to take on the Pilgrims.
Shrewsbury have signed Scunthorpe defender Niall Canavan on loan for the rest of the season. The 19 year old will not be available for the weekend as he is on Eire u21 duty. Newport hope to appoint a manager this week, but it won't be John Hartson or Paolo Di Canio. The pair both applied but Hartson withdrew in favour of his media work, and Di Canio has had a family illness that has ended his interest.
Wrexham's Supporters Trust has told its members that it has over £380,000 in the bank to support a takeover of the club. The WST believes they will need up to £700,000 to take over the club, and are continuing talks with Stephanie Booth. Stockport have denied they will go into Administration if they are relegated, saying that they have planned for the possibility.
Wycombe have recalled midfielder Kieran Murtagh from his loan at Woking as cover for injuries. The 22 year old has scored five times in 13 games for the Cards. Lincoln are to begin the hunt for a new keeper after Sunderland recalled loan stopper Trevor Carson. Former no.1 Joe Anyon is on loan at Morecambe but cannot be recalled, leaving only goalkeeper coach Paul Musselwhite at the club.
Oxford have transfer listed Simon Clist, Ben Purkiss and Steve Kinniburgh. Midfielder Clist is out of contract in the summer, but Purkiss and Kinniburgh both have a year left on their current deals.
Grimsby Appoint Boston Pair
Grimsby have appointed Boston management duo Rob Scott and Paul Hurst on 18 month deals.
The pair quit Boston yesterday morning, paving the way to being appointed at Blundell Park. The Mariners are outside chances for a Conference play-off spot this season, sitting ten points shy of the top five with a couple of games in hand.
Scott and Hurst spent seven years together as players at Rotherham before starting their managerial career with Ilkeston, joining Boston in 2009. The Pilgrims say they are entitled to compensation for the departed duo, although no agreement has yet been reached.
Mad Dog Goes To Barnet
Martin Allen has been named as the manager of Barnet until the end of the season.
Allen's appointment has been described by chairman Tony Kleanthous as a 'last throw of the dice' with the club, telling their official site: "It is important that everything possible is done to retain our Football League status and we will support Martin thoroughly in his efforts to turn things round and bring in any new players he feels appropriate. We now have to win five or six of our last eight games and everyone is focused on the task ahead"
Allen was manager at Barnet for a year from March 2003, ditching the club for Brentford with just a few games of the following season remaining. He quit Brentford for MK Dons two years later, then upgraded again to Leicester before being dumped after just four games. His most recent post was with Cheltenham, where he was credited with relegation from League One and putting the club into it's current tight financial position.
The Bees find themselves three points inside the drop zone, having played four games more than 22nd place Burton.
Reaction from Managers
Some reaction from last night's 1-1 draw between Port Vale and Hereford United.
Hereford boss Jamie Pitman admitted: "The equaliser was a killer blow because we didn't really see it coming. It feels more like a defeat to us than a draw because we were almost home and dry.
"The boys worked really hard and we restricted Vale to very few chances. We also broke with a lot of pace and purpose and I wasn't surprised we got a goal. It was a well-worked move and a great strike from James McQuilkin.
"On the positive side we have got another point and it takes us to 41 and closer to our target. The other teams at the bottom have lost, so it certainly hasn't been a disaster.
"We now look forward to a home game against Crewe and if we can get a point a game it will probably be enough to keep us in the league."
And from Mark Grew, who is in charge for Vale.
"Who knows how important that point might be in four or five weeks' time.
"All credit to Hereford, I thought they played some good stuff and were quick on the break.
"Hereford made it difficult for us and you can see why they are better away from home. They played five in midfield and cut off our supply to the front two and we struggled to create chances."

Almost, but not quite.
The Bulls were denied all three points at Vale Park yesterday evening when Tom Pope's late equaliser squared the game after James McQuilkin had given the visitors a 76th minute lead.
With Joe Colbeck missing through suspension, Pitman made four changes from the debacle at Southend. Out went Kovacs to be replaced by new loan signing Stefan Stam and Kovacs was joined in the detention room by Richard Rose and Waide Fairhurst as The Bulls started with a 4-5-1 formation that saw Stuart Fleetwood as a lone striker and the footballing quintet of Purdie, Lunt, Featherstone, McQuilkin and Leslie forming a fluid and tenacious midfield. Vale included big John McCombe and Lee Collins in their starting line-up with Kris Taylor on the bench.
As the game started the main interest was in how Stam would perform but attention quickly switched as it was soon obvious that the new midfield had brought a return of the crisp pass and move game that has been missing of late as Hereford made a bright start. Anthony Griffith earned a yellow card just two minutes into the game for a disgraceful late challenge on Ryan Green before Marc Richards met a cross from the right but his header went wide. For The Bulls, a Green crossfield ball found Fleetwood who turned two defenders before firing a rising shot just over the bar. Then Joe Heath got a good block on a snap shot from Dodds and Steve Leslie slipped a ball to Kenny Lunt but his 20-yarder was a shade high before a Leslie effort grazed the bar and rebounded to safety.
Play continued to swing from end to end with both sides playing some very decent football. Defensively, McCombe was showing good anticipation and composure in possession while at the other end, new boy Stam, seemed to bring a calm and discipline that was both welcome and overdue. The Yeovil loanee was noticeably barking out instructions and the improved confidence was transferred to the quality of distribution as the fullbacks found themselves receiving the ball from both Bartlett and their fellow defenders as United built confidently from the back. In midfield, the extra man provided the opportunity to retain the ball by moving it quickly to a colleague as the hosts attempted to close down. With half time approaching, Lunt sent Fleetwood through on goal and it took a timely tackle from McCombe to deny The Bulls' top marksman.
The half finished goalless but it was proving to be a cracking game to watch.

The Neat football from both sides continued after the break and the persistent Purdie soon forced a corner that was cleared by McCombe while Joe Heath was alert to throw himself in front of a point blank effort from Louis Dodds.
The Bulls seemed to be enjoying the revived footballing style and when Fleetwood released Leslie, the resulting corner drew a fine save from home keeper Stuart Tomlinson as Stam crashed a header on target. The advancing Ryan Green fed Steve Leslie who went on a mazy run before firing just wide with Tomlinson struggling to make his ground before another Leslie cross flashed harmlessly across the face of the home goal. The hard working Stuart Fleetwood received a standing ovation when Fairhurst replaced him on 73 minutes. Vale had their share of the ball but the quick closing of the visitors midfielders restricted their opportunities to mainly distance efforts and it was The Bulls who took the lead with fifteen minutes remaining.
Stam broke up a Vale attack and played the ball wide to Ryan Green who made ground up the right before playing a trademark low ball into the feet of Waide Fairhurst. The Donny striker laid the ball off to James McQuilkin who sidestepped a couple of challenges before firing into the corner of the net from 18 yards.
Gary Roberts was carded for a foul on Joe Heath as The Bulls looked to run the clock down in the corners but a free kick conceded near the halfway line was to prove costly nearly three minutes into the four of added time. Kris Taylor delivered to the back post and substitute Tom Pope rose to thump a header past Bartlett to give the hosts a share of the spoils at the death.

This was a much-improved performance from The Bulls. Stefan Stam seemed to fit in well as, on the whole, the back division looked to play the ball out from the back. The extra man in midfield allowed the freedom for central players to break forward to support Fleetwood and his replacement, Fairhurst. The system worked, we played plenty of good football, I enjoyed it a lot more than the last two efforts and we got a vital point on the road to safety.

It would appear Sam Malsom has had his loan at Gloucester extended after starting tonight's Conf North match with Hinckley, with the Tigers winning 2-1. Tyler Weir also played, while he told the local press that he would be happy to remain at the club if he was not going to get games this season with the Bulls: “When I go back to Hereford I want to play, if I can’t then I’d like to stay here for the rest of the season. I don’t want to be sat in the stands knowing I’m not going to get to play.”
Sam Gwynne played the last 18 minutes of AFC Telford's 2-2 draw with Eastwood Town.

The Bulls are now seven points clear of the bottom two, with two games in hand, after tonight's results. Barnet join Stockport in playing 38 games in total with a 1-0 loss at Aldershot. Late Goal Costs Bulls
A goal deep into injury time cost the Bulls a vital win at Vale Park.
Port Vale striker Tom Pope came off the bench to level the game at 1-1 in the third minute of injury time after James McQuilkin struck another goal out of nothing. By the time Pope scored the home crowd had reduced dramatically after voicing their displeasure at the lack of a hammering of the lowly Bulls, but the 126 Bulls fans stood firm and cheered their side - and an unusual 4-5-1 formation - all the way.

Millers Confirm Moore Departure
Rotherham have confirmed the departure of manager Ronnie Moore.
Assistant manager Jimmy Mullen has also departed, with the board placing Andy Liddell in charge until the end of the season. The 37 year old has been a coach for the club since retiring last summer. He will be assisted by veteran striker Paul Warne and keeper coach Andy Dibble.
The Millers are just a point inside the play-offs after failing to win any of their last five games.

The deadline for bids for the next batch of Football League TV rights is today, with the FL concerned that the BBC will not be among the bidders due to their budget cuts. Even if a bid is submitted it is unlikely to be increased on the £264million from last time, and League sponsors nPower also have a clause in their deal cutting their payments if the BBC don't hold rights.
Lincoln have launched a 'major financial review', with director Bob Dorrian admitting the club was over-budget when Chris Sutton left and they will post a loss this season. Dorrian blames falling gates, and subsequent reductions in merchandise and catering, but sees it as a problem across football. Redditch's new owner Chris Swan says the budget will remain at zero for the remainder of the season.
Kidderminster have agreed a new three year deal with manager Steve Burr. The former Northwich manager will stay with the club until 2014. Yeovil have unveiled plans to replace the existing 1,750 capacity away terrace with a 3,500 seater stand. The plans hinge on a retail development on the site being allowed by the council.
Former Bulls loanee Sam Hewson has been released by Altrincham. The former Man Utd trainee made 23 appearances for Alty, scoring three times, after arriving at the club in September. Rushden are to sell off 'B' shares in the club in a bid to raise extra finance. A million shares totalling 10% of the club will be sold for 1p each, with a 49p donation to the club added to each share.
Oxford have signed Southampton striker Ryan Doble on loan for the rest of the season. The 20 year old has just finished a spell at Stockport. The U's are also trialling Swansea defender Jamie Grimes.

Deadman to Referee at Vale This Evening
Darren Deadman from Cheshunt is set to referee this evening's League Two match between Port Vale and Hereford United.
The Bulls have already met Deadman once this season. That was the memorable game at Northampton just after Jamie Pitman took over as manager.
Hereford were 3-0 down at half time but goals from Stuart Fleetwood (2), James McQuilkin and Mathieu Manset changed the game for the better.

Millers Set To Axe Moore
Rotherham are set to sack manager Ronnie Moore after 'crisis talks' at the club.
Chairman Tony Stewart met with Moore and assistant Jimmy Mullen today, with local BBC sources saying tonight that Moore's departure will be confirmed tomorrow.
The Millers remain in a play-off spot despite a 5-0 loss at Chesterfield on Friday night, but Stewart is believed to consider anything other than automatic promotion a failure.
Preview Port Vale vs Bulls
The Bulls travel to Burslem on Tuesday night to face Port Vale in a League Two match.
The two sides met at Edgar Street in October for a 1-1 draw with Sean Canham scoring for the Bulls before getting sent off and conceding a harsh penalty for an alleged trip on Justin Richards. Former Vale manager Micky Adams felt the Bulls deserved a point for their battling performance that day. Trips to Vale Park haven't been fruitful over the years. Last season's 2-0 loss there, a game to also feature two red cards, was the Bulls sixth defeat in seven visits and you must go back to August 1979 for the Bulls last win. That day a 17 year old Andy Feeley scored the only goal to earn the points for the Bulls.
If I had done this preview on Sunday night as planned, it would have been a different story entirely. Port Vale's sacking of the deeply unpopular Jim Gannon has seen the fans unite behind the players, if not the board. With the ongoing Black & Gold campaign seeking changes in the boardroom there are likely to be further protests against the regime tomorrow night. New caretaker bosses Mark Grew and Geoff Horsfield had a two game spell in charge earlier in the season when Micky Adams left, losing the opener 5-0. Two players won't be featuring for definite tomorrow, with Sean Rigg suspended and Gannon favourite Dominic Blizzard returning to Bristol Rovers with a claimed injury.
In Stefan Stam the Bulls have acquired the ball-playing central defender that the fans were calling for. Quite whether he is fully match fit after not playing for Yeovil since November is another matter. Whatever happens there will have to be another shuffle of the pack with Joe Colbeck suspended for his weekend red card. Rob Purdie is the likely man to return to the starting XI in his place although it could see a rare appearance from Dan Stratford, who was mainly used as a right winger at previous sides.

Newton Ends Stockport Interest
US-based hedge fund manager Mike Newton will not follow up on his interest in Stockport, the club have announced.
The two sides signed a non-disclosure agreement to allow Newton to examine the club and it's finances in detail, but he has opted to not take his interest any further with the club on the brink of relegation from the League.
The club have already planned out two playing budgets for next season, telling the BBC they will spend £800,000 on wages if they remain in the League. If they drop into the Conference that sum will be halved, putting them in with the also-rans of the fifth tier.
Meanwhile the chase to buy Wrexham has had a few more twists and turns. Former Premier League footballer Ashley Ward has dropped out of the race, while the Supporters Trust, WST, are in discussions with former bidder Stephanie Booth about a joint bid. Stephen Cleeve also remains in the running and has been courting fans on the Red Passion fansite in a bid to get backing.
McCarthy on Stand-By for Wales
Hereford United youth team player Kyle McCarthy is on the stand-by list to join a Welsh under 19 warm weather training camp in Spain next month.
Brian Flynn will be in charge of the camp which will be based in San Sebastian from April 3rd to 8th.
Defender Stam Joins Bulls
Yeovil defender Stefan Stam has joined the Bulls on an initial months loan.
The Dutch central defender was told by Yeovil boss Terry Skiverton he was out of his plans in early January after initially appointing the former Oldham man as captain on his arrival at Huish Park in the summer of 2009. Back then, Stam spoke to the Western Morning News of his desire to play passing football:
"Of course I will want to win as many headers as possible; as a central defender that's one of the reasons you're in the team. But I like to play football as well. I like to pass it out from the back and not just hammer the ball forward as quickly as possible.
"That's the main reason I signed for Yeovil, because the manager here wants to play a passing game and that's what I was brought up with in Holland. I think I'm lucky to be left-footed as well, because there aren't so many of us. It definitely helps with the balance of our defence."
Gannon Quits Port Vale
As expected Jim Gannon has quit as manager of Port Vale.

"Port Vale has parted company with Jim Gannon with immediate effect.
Mark Grew is Caretaker Manager and will be in charge of first-team affairs, starting with tomorrow night's fixture.
The club is unable to make any further comment at this time".
Gannon was in charge at Vale for just 74 days. He came in afer Micky Adams moved on.
Out of 15 games, he won four and lost seven.
53 year old Mark Grew was a goalkeeper who started his career in 1976 with West Bromwich Albion.
In 1986 he moved to Port Vale and made 184 appearances for them before becoming a coach.

Port Vale's board are reported to be meeting today to discuss the weekend's events. Midfielder Gary Roberts has become the first player to openly criticise manager Jim Gannon, telling The Sentinel: "My relationship with the manager is not positive. I don't think the manager likes me and, to be honest, I don't like him. At the end of the day you have got to try to play your best team if you want to get results and push for promotion, but I don't think he's doing that."
Southend have signed youngster Kane Ferdinand to a new 2 and a half year deal. The youth team graduate is a Rep of Ireland u19 international. Rotherham boss Ronnie Moore is said to be meeting chairman Tony Stewart today for 'crisis talks' after their 5-0 drubbing at the hands of Chesterfield on Friday. Moore told the press afterwards that he would have shot his side if he had a gun.
Cheltenham are to end winger Medy Elito's loan spell from Colchester due to the player's ongoing family issues. The 21 year old has only played twice in a month after missing a string of games to return to the Essex area. Bury have announced a two year sponsorship deal with a mobile phone company run by one of the club's directors.
Barnet have signed Oxford striker Jack Midson on loan for the rest of the season. The 27 year old had a loan spell with Southend earlier in the season. Lincoln have extended the loan of Notts County defender David Hunt for a third and final month. He has played 14 times for the Imps since arriving in January.

News Round Up
Mansfield will face Darlington in the FA Trophy final. Stevenage are to be spoken to by the Football League after a string of clubs complained that the Boro regularly had players 'injured' half an hour into their games, allowing manager Graham Westley to speak to his players during the subsequent break in play.
Aldershot have released veteran defender Jamie Vincent by mutual consent. The 35 year old left Walsall in the summer to move back closer to the family home, but has been only a bit-player since Dean Holdsworth took charge at the Rec. Crewe boss Dario Gradi was awarded a 'Contribution to League Football' award at Sunday's FL Awards bash. Bury striker Ryan Lowe was named as the top League Two player.
Rushden have become the third Conference side this season to be charged with filing misleading financial information to the league. Reports on forums suggest the club are struggling to meet the running costs of their once-showpiece Nene Park home. Redditch have also been docked five points for failing to adhere to rules put in place when they were previously charged.
Gannon out before Hereford Game?
There's speculation this evening that manager Jim Gannon may quit Port Vale tomorrow (Monday).
The portvale4ever site is 'praying it is true'.
They have posted an article which suggests Gannon is hated by staff, players and fans.
What an unsavoury, repulsive character Jim Gannon truly is. His conceit and startling arrogance beggars belief. Since arriving at Vale Park in January he has single-handedly dismantled all belief and confidence from the squad, turning us from a side heading towards automatic promotion into one staggering incoherently for a mid-table finish. Along the way he has alienated and humiliated Coaching staff and players. We have become an embarrassing shambles, and it has to end now.
His formations and tactics have been a joke pretty much from day one, but yesterday at Accrington Stanley it went well beyond that. Key players dropped from the squad, an unsurprisingly abysmal performance - the players clearly can't stand him either - all resulting in Gannon having to be placed in a 'secure area' after the game for his own protection. I've followed Vale for 36 years now, and never have I witnessed so much seething hatred aimed at a Manager from the Faithful. Not even Dean Glover. All around me it was raging.
Meanwhile the Port Vale Teamtalk site says the Port Vale story is 'straight out of soapland'.
It catalogues the season to date incuding the refusual of the board to sell to Mo Chaudry and the coach bust up between Gannon and his assistant Geoff Horsfield.
Horsfield had asked for a day off in the week to attend a family matter and Gannon agreed to the request, only to write a letter of complaint to the board about Horsfield's conduct.
The Vale assistant was then shown the letter by an unnamed director and confronted Gannon on the coach to Aldershot, with the manager initially denying having ever written a letter before Horsfield informed him he had seen it with his own eyes. Gannon was forced into a climbdown, but not before a sweary tirade at his number two. He left the coach at a service station to meet his legal representative.
It soon became apparent that Gannon had a dislike of Horsfield and had been attempting to force him out of the club. The players, however, were firmly behind the former Birmingham striker, with widespread reports emanating that Gannon had 'lost the dressing room'.
It seemed certain the Vale board would use the incident as an excuse to get rid of the divisive Gannon, but a subsequent internal investigation led to both the manager and his assistant remaining in their roles. A recipe for disaster if ever there was one.
Later in their article they reveal more details of the debacle at Accrington yesterday and end with this comment:

Vale to Investigate Incidents at Accrington
Port Vale are to investigate what happened at the end of their game at Accrington Stanley yesterday afternoon. (see BN article below)
They have issued the follwing statement:
The club will be reviewing video and photographic evidence and will take any necessary action, as deemed appropriate.
Port Vale will not be making any further statements at this time.
According to the Sentinel 'around 50 Vale fans tried to confront (manager) Gannon after the final whistle before the beleaguered manager was whisked away by stewards'.
