Bradford are to report Scunthorpe over their weakened side in last night's Johnstones Paint Trophy game.
Bradford lost the game 2-1, but Scunthorpe started the game with just three first team regulars with the remainder of the players playing less than one third of their games so far this season. Two of the playing substitutes, however, were also first team regulars.
Regulations state that six of the starting side must be first team regulars. Bradford manager Colin Todd told reporters: "When I got their team sheet I asked our secretary Jon Pollard to check if it contained six first-team players. It didn't and I find that disgusting, a lack of respect. What is the point of having rules if you're not going to abide by them?"
By contrast, The Bulls played 7 of the 11 with the highest appearance totals in the squad, while Shrewsbury played six.
