Graham Turner has told the Worcester News that Hereford United missed out on two players that he had hoped would strengthen his squad.
"We had an offer accepted by a club and the player has turned us down. He wanted to stay at his club. We had another loan player lined up but he got injured playing for a Championship side's reserves on Wednesday," said Turner.
Turner also spoke about the current poor form of the Bulls.
"We have got to stop the rot. Most sides will have a difficult period as MK Dons are finding out.
"We have got to keep things in perspective and make sure there are no panic measures but it's a big game for us.
"We have got a difficult game at Rotherham but it may just be something we need."
