In a Q&A with fansite Vital Lincoln, Imps Chief Executive Steve Prescott says they will have only around £400,000 for players wages this coming season.
He told fans that the club would employ 18 senior professionals along with five first-year graduates from their youth section, with the break-even budget set at 2,000 attendances.
Prescott expects the club to record a loss for the current year, with the club having had to make a number of staff redundant to reduce costs, with the Imps, like the Bulls, struggling to cover costs over the summer months.
Meanwhile, Newport have announced that defender Gary Warren, the club's captain, has turned down a new contract with the Exiles and will be signing for a Scottish Premier League side in the next week. He is the second high-profile departure this week after midfielder Sam Foley left for Yeovil.
However the Exiles have signed keeper Alan Julian following his release from Stevenage. Julian, 29, started only two League One games for the Boro last season after rejoining them from Gillingham.
