Herefordshire Council Leader John Jarvis has told BBC Hereford and Worcester that contracts for the redevelopment of the former livestock market were exchanged late this afternoon.
Jarvis also confirmed that preparation work will begin on Monday with the hope that demolition will commence in two weeks.
The start of work will be welcomed by the Hereford United board who wish to develope the two ends of their Edgar Street ground which is next to the livestock market.
"The development is going ahead," said Jarvis.
"The contracts are exchanged."
Jarvis went on to explain the exchanging contracts wasn't the same as completion, rather like selling a house.
"There's still the completion to go, it's 99.9% signed, we've just got some final details to sign off.
"But contracts have been exchanged and we are making a start on Monday.
"I suspect it will be two weeks or more before we get anything really noticable."
